Participants will explore how international frameworks such as the law of armed conflict are being interpreted and tested in the context of state-sponsored cyber operations. The course also addresses what these developments mean for private-sector organizations, insurers, and legal advisors navigating attribution, liability, and response obligations in an increasingly contested digital environment.

   In this seminar, our expert panelists introduce cyberwar, what it is, and how to distinguish it from cybercrime. They explain cyberterrorism and cyber criminals. Our speakers also discuss the role of the international legal framework and relevant cyber regulations. Together they review cyber wars and attacks in 2022 and the international community’s response. Our panelists conclude by discussing the role of cyber warfare for public and private actors in 2023.
