Mark Visger is a lieutenant colonel in the U.S. Army who has led the Cyber Law and Policy Research Team at the Army Cyber Institute. He has previously served as a judge advocate and holds law degrees from Washington and Lee School of Law and Columbia Law School. He has written for West Point's Modern War Institute on the legal challenges to making progress on an effective military information strategy.
